The CBI had sought permission from the Nainital High Court to file a case against Harish Rawat in the case of horse-trading by MLAs.

The Central Bureau of Investigation (CBI) has registered a case against former Uttarakhand Chief Minister Harish Rawat. The case against former Uttarakhand Chief Minister Harish Rawat has been registered in connection to a case of horse-trading by MLAs. Recently, the Nainital High Court had allowed the CBI to file a case against Harish Rawat.
In fact, in 2016, there was a massive uprising in the Uttarakhand Congress. About 12 Congress MLAs, led by former Chief Minister Vijay Bahuguna, had rebelled against Harish Rawat. Rawat, desperate to prove majority, was then caught up in a sting while tempting the rebel MLAs. The government was sacked and President's rule was imposed in the state after the sting came to light. However, the Harish Rawat government was later reinstated after lobbying in the Supreme Court.
The CBI had sought permission from the Nainital High Court to file a case against Harish Rawat in the case of horse-trading by MLAs. It was only after a debate in the Nainital High Court that it allowed the CBI to file a case against Rawat.
The Congress has reacted strongly to the Harish Rawat case. Congress Vice President Suryakanth Dhasmana said that it is a fictitious case, alleging that it was actually the BJP which had procured the MLAs and the case has been filed against former Chief Minister Harish Rawat. He said that it is a conspiracy by the government to eliminate the Opposition. On the other hand, BJP Uttarakhand's media in-charge Dr Devendra Bhasin said that the law is doing is taking its natural course. The case has been registered only after the investigating agencies found the facts under investigation, he said.
However, fact remains that a top Congress leader has once again been spotted getting caught in the clutches of the CBI. Whether Harish Rawat can prove himself innocent, remains to be seen.
