The Bihar Police have arrested two persons and are on the lookout for two others in connection with the death of two women at a Patna-based shelter home, the police said on Monday.

The arrested include Manisha Dayal and Chirantan Kumar, the secretary and manager of Anumaya Human Resource Foundation, the NGO which ran Aasra Grih for women with mental disabilities in Patna, where two residents, aged 17 and 41 years, died on Friday. Dayal and Kumar were presented before the court on Monday and have been forwarded to three-day police remand.

A named FIR against four people was lodged by the police late on Sunday evening. "While two have been arrested for negligence in the treatment of the victims, two others include a doctor, who was reportedly treating the deceased at the shelter home, and a nurse attached to the shelter home. They are on the run, but police are searching for them," a senior Patna cop told DNA.

The police are looking into various aspects of the case — the medical history of the deceased, delay in informing the police about the deaths, performing the last rite of the 41-year-old woman in a 'haste', functioning of the NGO and the medical condition of other residents of the institution.

Soon after her arrest, photographs of Dayal, a socialite, with some prominent politicians including JD-U leader Shyam Rajak, former RJD minister Shiv Chandra Ram and others started doing the rounds in the media. Later, Dayal's Facebook account, from where these photographs had been picked up, was deactivated.

Leader of the Opposition in Bihar Legislative Assembly Tejashwi Prasad Yadav questioned how Dayal's account was deactivated if she was in jail. "Is phone and internet connectivity available in the jail? Patna shelter home appears to be a sex racket hub… CM Nitish Kumar, have you forgotten your duties in greed of power," asked Tejashwi.

Giving a 'new definition' for shelter home in Bihar, Tejashwi said, "It is a place where Nitish government 'shelters', funds and protects the most pervert and deplorable criminals who molest and murder young girls who are dependent on the government for their existence."
