200 odd BRO road projects delayed due to resource crunch

Close to 200 border road projects in critical areas within 100 km radius of the line of actual control (LAC) that were given approvals over the last five years have failed to see the light of the day either due to resource unavailability or bureaucratic hurdles.

These projects lie in 12 states that share international borders and are to be undertaken by the Border Roads Organisation (BRO) that comes under the ministry of defence (MoD)

MoD has urged the chief Secretaries of these state governments to constitute Empowered Committees with Secretaries of concerned departments as members to resolve issues related to land acquisition, forest and wildlife clearance, allotment of quarries and other such issues.

Following this, Sikkim, Arunachal Pradesh, Jammu and Kashmir, Himachal Pradesh and Uttarakhand have constituted the Empowered Committee to resolve the issues pertaining to BRO.

The ministry of environment & Forest (MoEF) has given the general approval under section 2 of forest (conservation) Act, 1980 for diversion of forest land required for construction, widening of roads entrusted to BRO in the area falling within 100 kilometers aerial distance from the Line of Actual Control (LAC) and for link roads between Border Roads in the area within 100 kilometer aerial distance from LAC and National Highways, State Highways and other roads subject to certain conditions.

However, MoD says delays in execution of road projects are mainly because of forest and wildlife clearances, hard rock stretches, limited working seasons in the year, especially in higher altitude areas, difficulties in availability of construction material and delay in land acquisition.

While Jammu and Kashmir, that shares borders with Pakistan and China has the highest number of 70 stuck up road projects, followed by Arunachal Pradesh (48), Uttarakhand (17), Rajasthan (14), Sikkim and Manipur 12 each, Mizoram (8), Nagaland (6), Punjab (5), Himachal Pradesh(4), Assam and west Bengal one each.
