IB report sounds warning over Jat protest in Delhi

Inputs by central intelligence agencies — just days ahead of the scheduled Jat agitation — is ringing alarm bells to the Capital's security establishment. The community will march into the national capital on March 20 to press their case for caste-based reservations. These inputs shared with the Ministry of Home Affairs, paramilitary forces and Delhi police have stated that the Akhil Bharatiya Jat Aarakshan Sangharsh Samiti (ABJASS), which is spearheading the protest, is carrying out secret meetings across the city to get logistic help from community members living here in Delhi.

As the Parliament session is on, the Jat community has decided to gherao the Prime Minister's residence and Parliament House to glean maximum mileage for their cause.

As law enforcement agencies have decided to stop the agitators at the borders areas connecting Delhi and Haryana, the Central Intelligence Agencies have stated that the agitators are likely to get help from the members of Delhi's Jat community in entering the city.

As per a document accessed by DNA, at least three meetings took place in Delhi on March 14, wherein plans were made by the agitators on logistics as to how members of the Jat community coming from other states could easily enter the Capital. The document states, "During the meeting it was also decided that Jats from Delhi area would reach in tempos and personal vehicles at Rajokri border at 10 am and would help Jats of other states who would enter Delhi on March 20. They would be helped in all respects by providing food, guidance of routes and provision of vehicles."

The document also stated that the three meetings took place at Katwaria Sarai Panchayat Ghar, Purani Chaupal, Bijwasan Village and Jat Dharamsala Sadh Nagar in Palam.

"Today on March 14, 2017, ABJASS, Delhi Pradesh held an indoor meeting at Katwarai Sari Panchayat Ghar under the leadership of Sandeep Sansadwal Convenor Yaspal Malik (National President), Bhagwan Dabas (President ABJASS Delhi Pradesh Rohtash Hooda (chief General Secretary Delhi Pradesh) Nisha Chaudhary (General Secretary Delhi Pradesh) and Vijay Maan (Vice President Youth Wing Delhi Pradesh) were the main leaders present in the meeting," it said.

It added that in the meeting Malik had exhorted participants to reach in maximum numbers and help Jats of other states to enter the city.

The document further stated that the second meeting of ABJASS was held at Purani Chaupal, Bijwasan Village Delhi under the leadership of Ved Prakash. "Malik called for maximum participation in the Parliament gherao programme. It was decided that Jats from Bijwasan area would reach by tractor and trolleys at the Rajokri border Delhi at 10 in the morning. They would help Jats of other states who would enter Delhi."

The third meeting took place at Palam, under the leadership of Ram Singh Pradhan, where it was decided that the Jats from Palam would reach by tractor and trolley at Sahib Singh Verma Samadhi Sathal in Mundka, and help participants from other states.

Top sources also said that Jat community members from other states have started pouring into the city and are perhaps staying inside Delhi at their relative places while waiting for the call from the top leadership.

The report also stated that the agitators in larger numbers will try to reach Parliament House through different routes on that day. After the report, the Ministry of Home Affairs has directed Delhi Police Commissioner Amulya Patnaik to make all necessary arrangements related to the protest. Sources said that Special Commissioner of Police Mukesh Kumar Meena, who is looking after security at Lutyens' Delhi is likely to make the NDMC area a no go area and not allow protesters there except in Jantar Mantar. The Delhi Police Commissioner called an emergency meeting on Wednesday of all the Station House Officers and other senior officers to deal with the situation.
