Delhi pollution: NGT raps government, bans industrial activities, construction till next hearing

Amid concerns over alarming pollution levels in Delhi-NCR region, the National Green Tribunal (NGT) on Thursday rapped the Delhi government and said that no construction activity will be carried out on structured until further orders, other than those that don't need any construction material till next hearing.

Amid concerns over alarming pollution levels in Delhi-NCR region, the National Green Tribunal (NGT) on Thursday rapped the Delhi government and said that no construction activity will be carried out on structured until further orders, other than those that don't need any construction material till next hearing.

The NGT passed the directions while hearing the matter of air pollution and stubble burning.

Stating that the labours would be paid daily wages and would not be affected by orders, the Tribunal added, "All industrial activity in NCR which is releasing emissions will also not carry on its activities till the next date of hearing. 

The Tribunal also said that there should be a sprinkling of water wherever ambient air quality of PM10 is found to be in excess of 600. "Helicopters or fire departments could carry out a sprinkling  of water."

The next hearing is scheduled for Thursday.

NGT has passed the following directions

► All corporations, DDA, the public health department of MCD shall constitute teams of its officers or officials who will visit areas under their respective jurisdiction and ensure that there is no burning of waste in NCR Delhi. This will equally apply to authorities having jurisdiction over other areas of NCR such as Noida, Greater Noida, Gurgaon, Manesar, Faridabad etc. 

► These teams shall also inspect construction material that is lying in the open uncovered and unprotected. The same shall be seized by the corporation besides requiring to pay compensation to Tribunal. If there are any brick kilns or hot mix plants in Delhi NCR, the same shall be shut down till the next date of hearing.

► There should be regular cleaning of roads preferably through vacuum cleaners so that particulate matter does not rise to the air.

► The NCT Delhi and all authorities to ensure that the vehicles which are more than ten years old in diesel and 15 years in petrol are not permitted to ply. 

► No trucks from outside stations or within NCT Delhi will be permitted to transport any construction material particularly sand, cement or bajri till the next date of hearing. This will be in addition to directions passed by NCT Delhi. 

► No construction activity on roads and no digging. No fuel of waste would be used for the heating. 

► The states shall ensure that no crop residue is burnt and incentives are provided to farmers. The directions passed in the case of Vikrant Tongad shall be complied by all states. GRAP shall be implemented by all states to protect and improve the ambient air quality. 

► Delhi and NCR states would submit their action plans in relation to these orders two weeks from today.

► By Monday they must submit the analysis reports and we direct the police authorities of NCR to cooperate for compliance of orders.
