The art and science of getting a ‘deemed’ tag

Former Bangalore University registrar involved in getting Jain and Christ deemed university status.

The process through which the city’s two deemed-to-be universities, Christ University and Jain University, obtained the ‘deemed’ status is still under a cloud.

According to Bangalore University (BU) officials, Christ University—which was earlier affiliated to the Bangalore University—has not yet paid dues to its parent university. However, BU vice-chancellor, N Prabhu Dev, said, “We are not pursuing the issue of dues with Christ University.” Christ University had applied for the deemed status in 2008 to the University Grants Commission (UGC) and simultaneously sought a No-Objection Certificate (NOC) from Bangalore University. As there were dues to be paid to BU, the then V-C, HA Ranganath had not issued an NOC. Christ University then approached the state High Court on this issue, but the ruling went in favour of BU. But Christ officials managed to get the NOC through the then registrar of BU, Sanjay Veer Singh.

As per documents available with DNA, Singh sent a letter to the UGC on May 13, 2008, stating that BU does not have any objection to issuing an NOC to Christ College.

AP Ranganath, syndicate member of the university, told DNA, “Sanjay Veer Singh issued a NOC in just three days in the absence of the then V-C, HA Ranganath. Syndicate had taken a decision not to give the NOC to Christ because they were yet to clear the dues. Sanjay Veer Singh violated the syndicate’s decision and issued an NOC.”

After Christ, the Jain matter came for discussion to the syndicate on June 7, 2008, after Jain College applied for a NOC on March 20, 2008. That matter was rejected by the syndicate as the state government, through a letter (govt letter no: ED:488:UNE:2008 dated 15.04.2008), insisted on not recommending any institution for the conferment of deemed university status.

“Even after the matter was decided by the syndicate, the registrar managed to issue an NOC to Bhagawan Mahaveer Jain College,” Ranganath added.
