Now, TDR tangle may ensnare Karnataka farmers

The BBMP has no answer to misuse of rights by builders for raising floors in core areas.

While Karnataka chief minister BS Yeddyurappa has set aside a major share in the budget for the development of agriculture sector in the state, the BBMP council is going to take farmers’ land for road-widening in exchange for TDR.

Authorities have decided to widen the Kottanur Road running towards NH 4 at Avalahalli via Bairathi, Bilishivalaya, Adhuru Rampura, Bidarahalli and Hirandahalli. While villages like Kottanur, Bairathi, Kyalasanahalli and Bilishivalaya come under the BBMP’s jurisdiction, Rampura, Aduru, Bidarahalli, Hirandahalli and Avalahalli will be beyond its limits.

Road widening will also be done on Belathuru Road running via Medahalli NH 4, Kurudu Sonnenahalli, Sahiseraniti Layout and Belathuru. Here too, while villages like Medahalli NH 4 and Shigehalli come under the Palike, Kurudu Sonnenahalli, Bommasandra and Kumbenagrahara do not come under its limits.

Stating that the BBMP has decided to provide TDR for the land to be acquired from farmers here, Nagapura ward’s corportor S Harish raised a question which neither mayor SK Nataraj nor commissioner Siddaiah could convincingly answer. Harish said that while the cash-strapped Palike cannot purchase TDRs from farmers, private builders can do so and later increase their floors in core areas in the city.

Is there such a provision for builders to use TDR purchased from farmers beyond outside BBMP limits, he asked them. He wanted to know on what basis they are giving permission to builders to raise floors in city’s core areas.

Opposition party leader M Nagaraj and BJP corporator Ganesh also expressed their dissatisfaction over the road-widening decision. Jayamahal corporator NK Gunashekar said about three lakh property owners, whose houses come under the road-widening scheme, are a worried lot. They can neither sell their property nor rent it out to somebody. Hence BBMP must stop road widening in core areas, he said. Since the BBMP has already taken two full years to widen eight roads, how they are planning to complete the remaining 200 roads, the corporators asked.

Responding to their queries, commissioner Siddaiah said the road in question is mentioned in the Comprehensive Development Plan 2015. With the government’s permission, the Palike can take up road widening outside the BBMP limits and also provide TDR to the affected property holders.
Even though there are protests over road-widening and TDR, not all those who are going to lose property are against it. The BBMP has so far acquired 325 sq ft of property worth Rs320 crore for road widening, he said.

The chief minister’s advisor Dr A Ravindra is also studying the advantages and disadvantages of the TDR. His advice will also be taken up.

“Wherever there is need for road widening in core areas, we have to take up the work. But as the financial condition of BBMP is not so sound, it cannot purchase TDR from property losers. Creating a TDR Bank is, hence, difficult,” the commissioner said.
