IIMB bid for greater ‘autonomy’ rejected

The attempts for greater autonomy in the functioning of the Indian Institute of Management Bangalore (IIMB) have hit a roadblock, with the ministry of human resources development (MHRD) rejecting the proposal of the institute seeking seven amendments to its memorandum of agreement (MoA) with the government of India.

The MoA serves as the fundamental statute book, and lays down the norms under which the IIMB functions. Had the government accepted the amendments proposed, its influence over decision-making at the top B-school might have ended.

The IIMB had submitted its proposal to the HRD ministry in January this year. The Board of Governors of IIMB, headed by Reliance chief Mukesh Ambani, had finalised the amendment plan.

Rejecting the proposal, HRD ministry has said categorically that IIMB is a public institution, and the government would continue to oversee its administration. The ministry said that if government control is lost, even IIMB’s ability to award degrees to students would be lost, as it would be neither a deemed university nor under the control of any state or central government.

Officials at IIMB declined to comment on the ministry’s latest decision. “It’s the decision of the government. We don’t want to make any comments,” said an official.

The issue has created ripples across the different institutes of management, which have also sent similar proposals seeking greater autonomy. An official at IIM Ahmedabad said, “We have also sent similar proposals, and we hope they will be considered favourably by the government.”

Each IIM is registered as a society, with members who are nominated by the government, and change from time to time.
