Child rights: 175 cases in 1 year in Bangalore

Among the 1,000 complaints registered with the Karnataka State Commission for Protection of Child Rights in the past two-and-half years, most are registered in Bangalore. Chitradurga and Haveri recorded the least number of complaints.

These findings were revealed during a two-day workshop organised by the National Law School of India and Unicef to discuss issues on protection of child rights.

In 2010-11, 401 cases were registered. Of this, 175 were from Bangalore and 113 were cases pertaining to education.
While Bangalore Urban registered 42%, Bangalore Rural registered 11% of such complaints. With respect to the RTE, the total number of complaints in the state stand at 31%; infrastructure, 31%; corporal punishment 21%; physical and psychological abuse 10%; sexual abuse, 6 %; and others 14 %. About 20% of the complaints pertaining to the RTE are from Bangalore.

“The number of complaints registered in the past two years has been quite low,” said Mamatha MR, member of KSCPCR.
“Not many are aware of the child welfare committee at district levels, which comes under the Juvenile Justice Act. However, the state-level commissions are better known and the victims can go there for help,” she said.

During her presentation on the Integrated Child Development Scheme in Karnataka, Mamatha said that although efforts are being made to bring about a change in the Anganwadis, not much has been done. A suggestion included that a database be made, and children who are malnourished be monitored.

Sony George from Unicef , Nina Nayak, chief of Karnataka Child Rights Commission, and Prof Babu Mathew from National Law University were present at the workshop.
