Cauvery pipeline: Minister cracks the whip

Instead of sharing the details of the project, the officials of various departments were blaming each other for the delay.

The minister for Bangalore Water Supply and Sewerage Board (BWSSB), S Suresh Kumar on Saturday, was on his rounds to inspect areas where pipes are being laid for Cauvery Water Supply Scheme (CWSS), Stage IV, Phase II.

But instead of getting reports on the project, all he heard was officials of various departments mud-slinging at each. This included the police department, BWSSB, and Bangalore Development Authority (BDA).

The minister first visited the Mahadevapura flyover, where the BWSSB was laying 600 metres of pipeline. Keeping traffic woes in mind, the police department had not given permission to dig up the road. However, on Saturday, after the minister’s intervention, both the traffic department and the BDA agreed to lend support to the BWSSB.

The minister then visited the Mahadevapura Lake. “The BWSSB initially had plans to lay the pipe on the service road. But due to the canal passing by and fearing traffic woes, the BWSSB later decided to lay the pipe inside the lake areas on the lake bund. As the lake is developed by the Lake development authority (LDA), we have discussed with the chief conservator of forests, UV Singh, who has given his nod for laying pipes there, as it will not affect the public in any way,” he said.

He also inspected Karthiknagar next to the Outer Ring Road, where the water pipe is being laid on the service road. Both the police and the BDA had not given permission for laying pipes. One of the police officers complained to the minister that traffic will be disturbed, as the BWSSB will take several months to complete even a small area. The BWSSB then complained to the minister that the BDA is not permitting them to lay the pipeline on the service road. Moreover, as the Gas Authority of India (GAI) is laying gas pipes (from Babusapalya to HSR Layout), it will be difficult for the BWSSB to lay water pipes next to the gas pipes.

At an under-construction Kadubesanahalli underpass, the BWSSB will construct an embankment to lay the pipes. The traffic will be diverted in the area. One side of the service road will be converted into two-way traffic. Similarly, the BWSSB will also lay pipes from Kadubesanahalli to Agara.

Already 800 metres have been completed, where the pipe will pass through one underpass and three flyovers.

The minister, after listening to the complaints from all departments, said there will not be any traffic problems, as the work will be taken up between 8 am to 8 pm when there is very less traffic on the road.

“The entire 14.5-km stretch will be completed by March 2012. BWSSB has provided

Rs8.75 crore to the BDA for the restoration work. The BDA will be calling a tender for the same on Monday.

The trial run will start from January or Febrary,” the minister said.
