BU report on study centres is gathering dust

The expert committee report on Bangalore University’s (BU) study centres for distance education is lying in cold storage for three months, after the state government issued a direction to hold back the report.   

Dr N Prabhu Dev, vice-chancellor of the university, appointed a committee to review the status of the study centres across the state. The committee headed by Prof Chambi Puranik, former member of Distance Education Council, New Delhi visited about 29 centres and submitted the report on
November 2009.

According to the documents available with DNA, higher education minister Aravind Limbavali had given a note to his principal secretary on December 21, which read, “The Bangalore University is running the distance education directorate without any statutes for the past 30 years. Considering the rural students, the university should not take any action till it gets the necessary statute.” Following this, under sectary of the department sent a letter to the BU registrar directing him to maintain the existing centres.

The university sources said that the higher education minister was under the influence of lobbies created by the study centres. “He might not have even read the report. Over 50% of the centres were unfit to function,” said the source.

Puranik said, “It seems like we wasted our precious time to review the study centres. The minister should have seen the report before taking the decision. It is a unilateral decision. We had recommended to give six months for the centres to improve the standard.”
