Police acts tough, frames guidelines for Bangalore schools

In the wake of a six-year-old girl's sexual assault in Vibgyor High school, the city police have framed a set of guidelines to be followed in all schools. The schools will have to make arrangements to facilitate those guidelines by August 31, failing which, action could be initiated against them.

City police commissioner M N Reddi, on Saturday, said that the guidelines were prepared after a detailed analysis and interaction with legal experts.

"The guidelines are framed under the Karnataka Police Act (KPA) and will be sent to all the schools through the education department. Action will be taken under section 188 (Disobedience to order duly promulgated by public servant) of the IPC against those schools, which fail to adhere to the guidelines," he said.

The Commissioner added that he had issued direction to all police stations to consider all cases pertaining to crime against women and children very seriously.

"I have directed my staff to take immediate action and act swiftly in such cases," he added. The police has framed the following guidelines for the schools:

1- All school buses and vans need to be equipped with GPS system and CCTV cameras.

2- Bus/van drivers must not be allowed to have any interaction with children during and after school hours. Drivers should not be allowed inside the school premises.

3- All schools must depute to Floor Vigilance Officer, who should be sitting in a transparent cabinet in the school premises and should observe the movements of all students, staff and visitors.

4- None other than an authorised personnel should be allowed inside/near the gym, swimming pool, yoga class and all such places where physical exercises take place, inside the school premises.

5- All schools must have an SMS-alert facility about the pick up and drop of students, and reveal information about the persons who come to pick the students. The parents must get the SMS alert and should be able to send the name of the person who will be coming to pick their children.

6- ID cards must be provided to parents as well.

CCTV cameras in BMTC buses:
The commissioner also said that the police officers had a meeting with the BMTC officials on installing CCTV cameras inside the buses. "Already 500 BMTC buses have the CCTV camera facility. Cameras will be installed in remaining buses soon. A police team will be formed to monitor the CCTV footages to ensure that no crime is taking place inside the buses," he added.
