Gujarat not serious about implementing RTE: Congress

The state government on Tuesday told the high court that it was not possible to implement 25% reservation for poor students in private schools under RTE from the first year of its implementation.

The state argued that two other states had tried to implement the 25% reservation from the first year of implementation itself and it had been a failure and that is why Gujarat has come up with the target system.

It further told a division bench headed by Justice MR Shah that though the implementation of RTE was not 100%, overall the state was doing good work under RTE.

The court has sought further details from the government about how RTE students are allotted schools, how does the target system work in furthering education of poor children, among others.

The court was hearing a Public Interest Litigation filed by a student Sandip Munjyasara, who stated that revelation of incomplete details about RTE on public domain had led to 65,000 children missing admission in class 1 in 2017-18.

The government, during the hearing, admitted that there was trouble with implementation of the Act and it had also received complaints regarding the same.
