NEW DELHI: The Union Home Ministry on Monday condemned the killing of 22 Hindus in two separate attacks in Doda and said it reflected the frustration of militants in the context of the recently held by-polls in four Assembly constituencies.

Union Home Secretary V K Duggal reviewed the situation in Jammu  and Kashmir and asked the state government to strengthen security.  ''What is required now is more security to minorities. The state government will do this,'' Dugal said here.

Duggal said militants were showing their frustration through such incidents.

They were frustrated because there was a heavy voter turnout in the recently held by-elections to the Assembly constitutencies of Bhaderwah, Sangrama, Rafiabad and Pattan, he said.

Meanwhile, Minister of State for Home Sriprakash Jaiswal said the Doda incident would not affect the ongoing peace process.   ''Such terrorist incidents cannot stop the peace process,'' he said, adding terrorists should know the mood of the people.

He said attacks on innocent people were not going to help the terrorists.
