City of dreams can be a nightmare for women

A report by a prestigious consultancy firm says if you are a woman, you are most secure in cities like Chennai, Thiruvananthapuram, and Bangalore — all in southern districts.

Mumbai and Delhi may be the country’s best cities to live in, but not necessarily the safest for women. A report by a prestigious consultancy firm says if you are a woman, you are most secure in cities like Chennai, Thiruvananthapuram, and Bangalore — all in southern districts.

The report, ‘Well Being Index (WBI) and Female Security Index (FSI) for India’, by the Tata Strategic Management Group (TSMG), was released on Monday. For FSI, it compiled data from the National Crime Bureau, 2006-07, and considered countrywide statistics of crime against women and gender ratios. For WBI, it analysed National Sample Survey Organisation (NSSO) and census data from 2001, and used the categories of home amenities, kitchen facilities, education, hygiene, entertainment, communication, transportation and healthcare as parameters.

The study covered 593 districts in the country and found a clear divide between north India on one hand, and south and east India on the other. Punjab, Madhya Pradesh, western Uttar Pradesh, Haryana and Delhi have the worst FSI. While Mumbai, its suburbs and Thane have the best WBI, they have low FSIs because of low gender ratio.

“Some of the best-off parts of India (Punjab, Haryana, Delhi and western UP), as reflected through WBI, have the worst FSI. Likewise, some bad WBI parts (Orissa, eastern UP, West Bengal, Jharkhand, Chhattisgarh and Bihar) have good FSIs indicating better security for women,” said Harsha Kapoor, practice head, analytics solutions, TSMG. “The findings are counterintuitive — there seems to be no co-relation between wellbeing and security for women.”

About the relevance of the report, Raju Bhinge, CEO, TSMG, said it can help policy makers wishing to improve wellbeing in villages, NGOs working to foster gender equality and reducing crime against women, or business houses planning increased penetration of goods or services in districts.

Within states, there is significant disparity among districts. For instance, in Karnataka, Bangalore has the best FSI, Bellary and Gulbarga have bad FSIs, and Bijapur, Koppal and Gadag have the worst FSI.
