Adarsh scam taint costs BMC Commissioner promotion

Jairaj Phatak’s promotion can be considered only after the commission probing the scam submits a report on him to the state government.

Former Brihanmumbai Municipal Commissioner Jairaj Phatak has been denied promotion as additional chief secretary due to his pending inquiry before the commission appointed to probe the Adarsh co-operative housing society scam. His promotion will be decided only after the two-member commission submits its report.

The state government promoted three principal secretaries, TC Benjamin, Amitabh Rajan —  both from the 1979 IAS batch — and Swadhin Kshatriya, to that post on Monday. Phatak, from the 1978 IAS batch, was not considered for the same for the second consecutive year. According to officials from the general administrative department, his promotion can looked at only after the commission submits its report to the state government.
Rajan, the head of the enforcement directorate, is all set to return to the state after being on deputation in Delhi for nearly 10 years now. He is expected to take over as additional chief secretary of the home department.

“Officers completing 30 years of service are considered for promotions. After Rajan accepted the offer to come back to the state from the Central government service, he was promoted," said an officer from the general administrative department.
Meanwhile, the state administration is reeling under unprecedented shortage of IAS officers, as the number of existing officers has fallen to 289 against the sanctioned 350. The retirement of officials in large numbers and the deputation of three officials at the Centre have reportedly led to this drop. Nearly seven officials are, therefore, holding an additional charge even as key posts are lying vacant.

“We have proposed promotion of nine deputy collectors as IAS officials to the Central government. Apart from that, we have also been demanding 15 IAS officials every year against the regular release of seven to eight officers," said KP Bakshi, principal secretary, general administrative department. He said revision of the state cadre will help the department fill the sanctioned posts.
