Nod to commercial use hurdle to Jaipur Development Authority’s plans for ring road

Grant of permission for commercial land use to properties at ring road trajectory is obstructing the Jaipur Development Authority (JDA) plans for the road. The authority had approved for land use conversion of these properties before acquisition commenced for the project and is now unable to acquire land for cloverleaf flyovers.  

The property owners are not just satisfied with the compensation at commercial rates, they need a better package. “The acquisition is in the process, the property owners want the compensation excluding applicable taxes,” says a senior JDA officer. 

Acquisition of nearly 26 hectares of land is required along the southern ring road for development of flyovers and underpass. The National Highway Authority of India (NHAI) on request of JDA has sanctioned an advance of Rs 200 crore for the purpose. JDA had assured to acquire the land within a month of receiving the advance, two weeks past the deadline officials are still negotiating terms. 

It was lack of foresight from the authority to have permitted the land use conversion even as the ring road project was under consideration. As per the norms, the compensation of commercial land is determined at a commercial rate and is to be deposited in advance. The authority has also come under allegations of favouring few of the property owners as it agreed to acquire the whole property and not just its required area.

The ring road project has been in proposals for over two decades. After being juggled between several departments, work on the project has registered advance along the southern corridor connecting Jaipur-Agra Highway to Jaipur-Ajmer Highway, under NHAI. 

Chief minister Vasundhara Raje is expected to dedicate the corridor to public next month. The corridor will though be unable to deliver its optimum use for a couple of years as JDA delays on the acquisition.
