On the first day on Monday of the two-day monsoon session of the Gujarat assembly, the Congress party, the main opposition in the house, created an uproar during zero hour over the deaths in the state caused by leptospirosis and the issue of the thalassemia kids who have been infected with HIV in Junagadh.

The house was adjourned till the lunch break at 2:07 pm by the speaker of the assembly, Ganpat Vasava. By the time the day's proceedings ended, three bills were passed, the Q&A session and the tabling of reports was done and condolence resolutions for MLAs who have passed away in the last six months were passed.
Congress MLAs and senior leaders including Member of Parliament Jagadish Thakore and Pravin Rashtrapal, congregated at the statue of Dr. Bhimrao Ambedkar in the central vista outside the state secretariat and donned white Gandhi caps while taking oath under the statue to fight against the BJP government's alleged corruption.
As the Congress MLAs entered the house, BJP MLAs made fun of them. State agriculture minister Dileep Sanghani passed a comment, "they have put on Gandhi caps to take part in Congress's condolence meeting." Mafat Purohit, BJP MLA from Dhanera, quipped, "As the Shradhdha is going on, they need to wear the cap," and Kamabhai Rathod, MLA from Viramgam, sang a garba tune, 'Topi te koni chori lavya re...' ('Whose cap have you stolen?').
As soon as the question hour ended at 1 pm, chief minister Narendra Modi read out condolence resolutions for 12 former MLAs, including the late 'godmother' Santokben Jadeja.
After that, annual reports from different boards and corporations of various state government departments were supposed to be tabled in the house. But Congress MLAs started demanding zero hour to discuss the deaths of tribal and lower income group farm labourers from leptospirosis, and HIV infected blood transfusion to 23 kids suffering from thalassemia in Junagadh.
