‘Rise in human rights breach in Gujarat’

There has been a consistent increase of recorded human rights violation cases in the state during the last three years, states a government handout. The total number of cases has increased by 32% in 2009-10, while in 2008-09 there was a 59% jump in such cases, as compared to the previous year.

There has been an unyielding ascent in incidents of human rights violations committed by the police, violations of the rights of scheduled castes and tribes and an escalation of such cases even by the judiciary. Encouragingly, the cases in prison have shown a sharp decline.

Cases relating to violation of human rights by the Gujarat police have increased to 910 from 602 in the period April 1, 2009 to March 31, 2010. There has been an increase of 51% in such cases, while the percentage increase from 2007-08 to 2008-09 was 65%. Misuse of power by the police and failure to take legal action were the cases most often reported with the Gujarat State Human Rights Commission (SHRC).

Similarly, incidents connected with atrocities on scheduled tribes and scheduled castes have seen a sharp increase of 184% from 2008-09 to 2009-10. The cases shot up from 50 to 142 in just one year. "More people have come forward to register the injustice against them and have approached the SC/ST cells of the government," a senior cop, who did not want to be quoted, told DNA.

Charges of biased judiciary and double jeopardy too have increased from 18 in 2008-09 to 22 in 2009-10. The cases were just 7 in 2007-08. Apart from that, human rights violations in health related matters too have increased from 13 to 22 in the same duration.

Cases reporting organised gangs or local goons have jumped to 168 in the year 2009-10, from 142 in the year 2008-09. "Only one case of any gang harassing an individual or a group of people has been reported, in Jamnagar, for the year 2009-10 while the other cases were reported in other parts of the state," a cop said.
