Responsive governance needed to pre-empt civil disturbances: Bhupinder Singh Hooda

Haryana Chief Minister Bhupinder Singh Hooda today said responsive governance along with economic growth were needed to pre-empt civil disturbances and sought central assistance to revamp policing in the National Capital Region (NCR) to make it safer.

Speaking at the meeting of National Integration Council in Delhi, Hooda said economic growth is "a great liberator and frees the mind from smaller concerns and petty thinking".

He called for channelising the youth and promoting communal harmony among them and said education helps inculcate a positive outlook and keeps youth away from "communal misadventures".

"Radicalisation of youth in the name of religion and caste is the favoured method of subversive elements who seek to arouse youth's passion for anti-state activities," he said.

"Communalism arises from insecurity of a few who seek to manipulate the emotions of many. It narrows our identity and closes opportunities for progress. We need to isolate communal elements and protect the larger core of our society by fortifying faith in unity in diversity, which is our strength."

Hooda referred to the terror attack outside Delhi High Court on September 7 and said "there are elements who want to destroy our precious peace and hamper our progress. To protect our composite national identity, we must remain firmly united and vigilant," he said.

Emphasising on good and responsive governace, Hooda said that in a large multi-ethnic and multi-cultural society like India, the tendency of a dominant group to discriminate against other communities hurts individuals, groups and communities.

Proactive measures on the part of the government are required to reduce, if not altogether eliminate, incidents and attitude of discrimination, he said.

Sources of civil dissatisfaction must be tackled to control agitation, he said, adding there has not been a single incident of communal violence Haryana in the last 17 years.

Advocating a strong and well-equipped police force, Hooda said one cannot deal with the problems without a strong, efficient and well-provided police force.

"The government of India should support the state governments in effective handling of terrorism and other types of violence by substantially increasing funds for the modernisation of police force."

Similarly, for the Crime and Criminal Tracking Network System (CCTNS), states need greater financial support from the Centre, he said.

Referring to the safety and security scenario in NCR, Hooda said security of Delhi is intimately linked to the security in NCR.

"Haryana surrounds the national capital on three sides. As such, the two districts of Faridabad and Gurgaon, in particular, require the same level and scale of policing as in Delhi." Hooda said and sought special assistance to Haryana for revamping the police force in these two districts.
