New jantri rates in force across Ahmedabad from April 1

State revenue minister Anandiben Patel announced on Thursday that the government has prepared a new jantri in a scientific way to decide upon the market prices of immovable properties in the state.  New prices will come into effect from April 1, 2011.

Considering the rapid growth, and changing scenario due to various economic activities in the state, the government has decided to bring out a new or upgraded Jantri every year, she said.
The state government is likely to revise Jantri rates to take it to higher than double in areas where the government needs to acquire land from farmers for projects such as construction of Narmada canal. “Farmers are not ready to give their land at present Jantri rates and the government does not want to delay such projects, so the collectors of respective districts will decide the Jantri rates,” said a government valuer.  According to real estate developers, higher Jantri rates will bring in more transparency and curb the black money dealings in real estate.
Jaxay Shah, vice president of Confederation of Real Estate Developers Associations of India (Credai), said that Jantri rates must be practical and logical and the stamp duty should be rational.  

He added that Jantri rates must be reviewed every year and the state government should publish a ready-reckoner of Jantri rates every year in April. Government had earlier made district and taluka teams and conducted a survey in rural and urban areas between January 31 and February 10, 2011 to determine the prevailing property prices. In rural areas, lands were divided into different categories.  Rural area was divided into around 2,61,200 grids of  1-km x 1-km size and around 7,83,602 sub-grids. Maps created by BISAG were used in this work. Areas under municipal corporations were divided into 9,638 value-zones and areas under municipalities were divided into 12,240 value-zones.

Prevailing prices for open plots, residential flats, apartments, shops, offices, industrial land, agricultural and non-agricultural land were surveyed. While giving details of the new Jantri, revenue minister informed that in cases where residences of economically backward people are built under any government scheme, a stamp duty has to be levied on the allotment price. In cases where lands falling under navi sharat and under Tenancy Act have to be converted into juni sharat land for agricultural or non-agricultural uses and purposes, assessment of such lands will have to be done as per the rates of Jantri-2011.
