In an open letter to chief minister Narendra Modi released on Sunday, Gujarat Pradesh Congress Committee president Arjun Modhwadia has accused Modi of putting pressure on advocate VH Kanara to implicate him in a false case. The Congress leader has again dared Modi to arrest him so that he could show the CM what the law is.

Accusing the Modi regime of being steeped in "corruption, conspiracy and murders", Modhwadia has alleged that the chief minister was trying to give a political colour to the allegations made by police constable KD Panth.

He has further accused Modi of illegally 'spying' on him. He has alleged in the letter that the chief minister had gathered his phone call details to show in the district court that he [Modhwadia] and Kanara had talked on phone the day Panth prepared his affidavit. "I am a reputed citizen of this state, an elected member of the assembly and also the president of the state unit of India's biggest political party, the Congress. I have complained earlier too that you [Modi] have been recording my telephonic conversations. I do not wish to cross my limits even though you have been crossing your limits as head of the state government," Modhwadia says in the letter.

The Congress leader has also claimed that he too could have ruined Modi's personal reputation on the basis of complaints received from his alleged victims.

In the 13-point letter, Modhwadia has said that he was writing to remind Modi about his responsibilities as head of government. Calling the Godhra train carnage and the riots that followed as the state government's biggest law and order failure, he has alleged that nearly 200 policemen are in jail only because Modi had allegedly asked them not to act during the riots.

"How could you take out a Gaurav Yatra soon after the bloodbath (in 2002)? Why did the sadbhavana mission not occur to you at that point of time?" he asks.

He also mentions the "political murder" of BJP leader Haren Pandya; the incarceration of IPS officer Sanjiv Bhatt who is "a witness in many important cases"; and the fast by Praful and Shantilal Vaghela whose minor sons were found dead near the Asaram ashram in Motera. He accuses Modi of being the "most insensitive leader" in India who had failed to understand the importance of fast in Gujarat.

"What kind of friendship does Advaniji share with Asaram that has made you so insensitive [to the fast by the fathers of the two boys who were found dead near the Motera ashram]?" he asks in letter. He further says that the police, instead of protecting the people, are busy keeping a watchful eye on Bhatt's wife, Shweta, and Jagruti Pandya.
