Union law minister M Veerappa Moily Monday demanded apology from a senior officer on Monday for calling one-third of the country’s population corrupt. Without naming the officer, the minister said the comments had come at a really bad time as the country was competing for the top slot.

Moily was apparently referring to a statement made by former chief vigilance commissioner (CVC) Pratyush Sinha, who retired last week.

“That person has hurt the nation’s pride. Whatever he has said is not true. He owes an apology to the nation,” Moily said, while inaugurating the fifth national convention on the Right to Information (RTI) organised by the Central Information Commission (CIC) in New Delhi.

Sinha had said in an interview, that nearly one third Indians were utterly corrupt while 50% were on the borderline. Calling his job thankless, Sinha had said the society was no longer concerned about corruption.

“What is the message conveyed to the world community? While I have no hesitation to say that it is a travesty of truth, I hold my countrymen and country in high esteem. A few black sheep cannot reflect the culture of governance and shake the confidence of investors and the world community,” Moily added.

The law minister also expressed dissatisfaction over the working of the comptroller and auditor general (CAG) of India. “The way the institution of audit has functioned has not exactly fulfilled what the Indian constitution had in mind while creating the institution,” he said.

“Scandals and scams are known even while they are being planned and executed. If the audit draws attention to them forthwith in a well-published manner, such scandals can be halted in mid-stride,” he added.
