MHRD sets up panel for student mobility

The team will plan to implement a child-friendly education system and the focus of education will be on students and learning and not on examinations

In a meeting on Saturday, Ministry of Human Resource Development (MHRD) has nominated secretary (commissioner) of higher education, Gujarat, as convener of a five-member committee to devise a framework for students' mobility. Present at the meeting were principal secretaries and secretaries of higher and technical education of state governments. Gujarat was represented by commissioner of higher education, Jayanthi Ravi.

As per available information, the secretary of education will play a key role in leading the team to chalk out plans to implement child-centric education system and change the system of university affiliation of hundreds of colleges. At the meeting presided over by union minister Kapil Sibal, sources said that representatives noted that the focus of education should be on students and on learning and not on examinations.

"The committee of students' mobility will have to strategise to implement choice based credit system and semester system in universities in India. Once the semester system or the choice based credit system is implemented, students and teachers who want to move from one state to another will not face any problem because of  similar education system," said a source close to development.

Though the nomination of secretary, higher education in Gujarat, was announced by Sibal, sources say there is no official intimation on the matter from the MHRD. For the same reason, Janayanthi Ravi refused to share any details about the committee's work.

An official communiqué from the MHRD states that the state representatives were presented with details of National Vocational Educational Qualifications Framework (NVEQF) by the chairman, AICTE, SS Mantha. There was a general consensus and agreement on need to step up investments on Research and Development by way of earmarking of funds in institutions of higher learning.
