Lack of police force an impediment for policing in Goa: Ravi Naik

The home minister termed this instance of rape as an 'isolated' case as 'both of them knew each other.'

Goa home minister Ravi Naik has admitted that lack of police force was an impediment for the policing in the state which at times reflects badly on the law and order situation.

"Right now, with such a thin force, we cannot keep a watch everywhere. We need more manpower to keep vigil on all sensitive places," Naik told a local news channel yesterday.

The home minister was reacting to security of tourists in the wake of recent alleged rape of a Russian woman by a local politician, John Fernandes.

Naik termed this instance of rape as an "isolated" case as "both of them knew each other."  "Police cannot stop people knowing each other from going around. What we can do is to keep eye at sensitive spots like beaches where foreigners frequent," Naik said. He said that there is need to post more police in beach belt and cover additional area to reduce such crimes.

Additional police presence will naturally decrease such instances. A Russian girl was allegedly raped by a local politician, who spiked her drink before committing the crime.

The girl, working as a Russian representative in a five star resort had met the accused at Colva beach on the night of December 1 when she was dining in the shack. As per the police complaint, the accused offered her lift back home and allegedly raped her in his car. 

The state crime branch is investigating this case and the medical test is already conducted on the victim. The test has confirmed 13 bruise marks on her body while the findings on rape charges are kept under veil by state police.

John has applied for anticipatory bail, the order of which will come up for hearing shortly in a local court. Rajiv Gomes, a lawyer representing John, said that his client was innocent and being framed in the case.

The lawyer alleged that the girl was "motivated by external elements" to file complaint against his client and bring him disrepute. Replying to a question, Gomes said, "we cannot be bias because she is just a foreigner and innocent people be punished banking on her baseless complaint."

The victim had last week alleged that she intended to file a rape case at the first instance itself but Colva police station incharge Siddhant Shirodkar asked her to "tone down" the case.

The girl has given written statement to Russian consulate alleging harassment meted out to her by the state police when she went to complaint for the first time.
