Gujarat govt to raise 103 issues in monsoon Parliament session

The Gujarat government has prepared a booklet on important issues of Gujarat to be taken up with the central government. There are 103 issues mentioned in the booklet, and in many cases, either the state government has not made a formal proposal to the Union government or the Centre has not taken any  measures after offering some new initiatives.

These issues will be raised by the MPs representing Gujarat in the Lok Sabha and Rajya Sabha during the monsoon session of Parliament.

However, apart from genuine issues, some issues mentioned in the booklet give the impression of being raised as a part of state-union politics. Some of these issues are probable questions that could be asked in Parliament rather than be made into issues.

For instance, one of the issues related to the Union ministry of home affairs is that of setting up a regional hub for the National Security Guard (NSG) in the state.

The booklet says that after the 26/11 Mumbai terrorist attacks, the Union government had decided to set up regional hubs of NSG in various parts of the country. Gujarat should have been a natural choice for a hub of NSG, as it has vulnerable land and coastal borders with Pakistan. But the state was not provided a hub.

The CM has also raised the issue at the CMs' conference on internal security headed by the prime minister in February 2009.

The booklet claims that in spite of assuring the early setting up of the NSG hub in the state, it has not been done after two years.
However, it is reportedly said that the Union government had asked for land in Gujarat for setting up the NSG hub and the state could not provide it in the specified time limit, and thus the issue has been pending.

Now the state is claiming that the union government is delaying the issue and that it is ready to provide assistance in this regard. At the same time, the Union government has also not taken forward some of the proposals which it has offered to the state despite Gujarat having positively completed all the necessary formalities for the project.

State health and family welfare department has raised an issue that the Union ministry of labour and employment had proposed in 2008 to establish a new Medical College at Chest Diseases ESI Hospital, Naroda, Ahmedabad. However even after completing all the formalities from the state government and Ahmedabad Municipal Corporation, the matter has been pending for two and half years.
