Financial surveillance of airlines to ensure operations safety: Govt

Vayalar Ravi said the DGCA ordered financial surveillance of scheduled airlines in accordance with the provisions of the Civil Aviation Requirements.

Government Thursday said the Directorate General of Civil Aviation (DGCA) was conducting a detailed financial surveillance of all scheduled airlines with a view to "ensure safety of operations".

Replying to a question in the Rajya Sabha, Minister for Civil Aviation Vayalar Ravi said that the DGCA has "ordered financial surveillance of scheduled airlines in accordance with the provisions of the Civil Aviation Requirements".

Member of Parliament Shobhana Bhartia also wanted to know if the surveillance was planned to eliminate addition of aircraft without investing in adequate safety measures by financially constrained airlines.

"Surveillance is being done to ensure safety of operations by airlines," Ravi said in his reply.

To another question about safety at the airports, the minister said that "procedural lapses and lack of co-ordination among various agencies were noted" in a mock anti-hijacking drill conducted in January 2011.

"Deficiencies were noticed on the part of DIAL, AAI, CISF, Air India and Delhi police," he said and added that the Bureau of Civil Aviation Security (BCAS) had directed the agencies to improve the system.

Replying to another question, Ravi said that BCAS could not utilise the allocated budgetary plan fund for the last three years owing to several factors.

"Non finalisation of building plans for BCAS headquarters at Delhi and regional office of BCAS at Mumbai due to unavailability of suitable land and non finalisation of the approvals for the Civil Aviation Academy," were the reasons that he gave for the non utilisation of the budget.
