Development has emerged as the buzz word in the run up to the Bihar Assembly elections and the issue will take precedence over all other factors in the polls, chief minister Nitish Kumar has said.

"The coming election is going to be different from the ones in the past in more ways than one. I think it is going to be a make-or-mar election for the state. For the first time in the electoral history of the state, development has emerged as a key factor," Kumar said in his blog.

Apparently referring to the 15-year-rule of RJD, he said each voter would now have to decide whether they want development to continue after the polls or return to the days when "progress was sacrificed at the altar of politics of caste, community and religion".

"I have always maintained that development will take precedence over all other considerations in this election. It is heartening to see that most of you share my views," he said.

The chief minister said at the beginning of his tenure he had promised not to come back to seek votes if he did not succeed in bringing about a change.

"Now I have little hesitation in saying changes are visible across the state...This is why I have come back to the people to seek another term for our government. We have achieved quite a bit and we have miles to go," he said.

He claimed that the work culture had changed in the state and people have begun to repose their faith in law and order.

The NDA government, he said, had taken several initiatives to work for the welfare of the poor, women, minorities, Mahadalits and other weaker sections of society. "I have my eyes firmly on what more needs to be done to ensure comprehensive empowerment of the impoverished and marginalised."

In what read like an election speech, Kumar said if voted back to power, he would give priority to streamline the PDS system. ".... each poor should get his or her share of ration goods in a hassle-free manner," he said.

Kumar said improving the power scenario in the state will
be his thrust area to ensure development.

"We have to make Bihar a developed state by 2015... This  can't happen unless each one of us stands up and joins the  crusade," he said.
