When Narender Bhati alias Ravan, the byword for crime in west UP who carried a reward of Rs20,000, was arrested in Delhi on September 6, it was for the umpteenth time that a notorious criminal from UP had been nabbed in Delhi.

But the “achievement” perhaps warrants no kudos to the efficiency of the Delhi Police. The reason is well-known. Some black sheep in the Delhi Police arrange for the safe passage and surrender of these criminals, leaving the UP police frustrated.

Ravan was wanted for a string of offences in west UP, but he could only be arrested in Delhi.

“We have evidence to prove that Delhi and Faridabad policemen manage an alibi for criminals wanted in UP,” Ghaziabad SSP Akhil Kumar said, adding, “We placed this evidence before court and even got non-bailable warrants against these cops… but there are many cases where policemen from across the border help criminals go scot-free.”

Kumar is referring to the case of Rakesh Pehelwan, a gangster from Ghaziabad who surrendered before the Delhi police earlier this year. Rakesh and his henchmen, including Ashok Yadav were wanted for murdering Satish and Dharmendra in Ghaziabad in November 29, 2008.

Witnesses testified that Rakesh and his men had killed the two, but Delhi police records show that on that day the accused were in Delhi police custody for a violation of the Excise Act!

“Delhi policemen have helped UP criminals for a long time. This is one of the major reasons why crime in west UP can never be brought under control... Once they have police custody as an alibi, it’s impossible to prove their crime,” a former DGP said,
No wonder Baghpat SP Deepak Kumar is said, “Sushil Pradhan was wanted in a criminal case in Baghpat in December 12, 2008. But as per Delhi Police records, he had been arrested in Delhi on that day under the Arms Act.”

A UP police officer said, “Getting arrested in Delhi has its advantages... Even if they are wanted for questioning here, they are brought under a protection warrant and can’t be taken on remand.”
