103 MPs did not speak in Parliament during Monsoon Session

According to PRS Legislative Research, 68 MPs from Lok Sabha and 35 from Rajya Sabha -- a total of 103 out of 707 excluding ministers and the speaker -- did not participate in either debates.

Over 100 MPs of Lok Sabha and Rajya Sabha did not speak during proceedings in the House in the Monsoon Session.
 
According to PRS Legislative Research, 68 MPs from Lok Sabha and 35 from Rajya Sabha -- a total of 103 out of 707 excluding ministers and the speaker -- did not participate in either debates, private member's bills or pose any question.
 
These are the figures for Monsoon session till last Thursday.
 
In the Lower House, 181 or 38% of the lawmakers did not participate in any of the debates, which included those on price rise and civil nuclear liability bill.
 
However, 22 MPs participated in more than ten debates and Samajwadi Party's Shailendra Kumar came out in flying colours with his participation in as many as 35. RJD's Raghuvansh Prasad is also in the top-five list in this regard.

Forty-two Lok Sabha MPs voiced their concerns in six to ten debates while 102 participated in three to five and 132 in one or two debates.
 
In Rajya Sabha, 69 members did not participate in any of the debates while ten members marked their presence in more than ten debates.
 
On questions, 117 Lok Sabha MPs did not ask any question while the figure in Rajya Sabha was 79. Forty-four Lok Sabha MPs asked more than 50 questions during this session while the number for Rajya Sabha was 24.
 
Forty-one MPs in Lok Sabha have an attendance of less than 50% while 24 in Rajya Sabha have the same attendance. In Lok Sabha, 195 lawmakers have more than 90% attendance while 98 in Rajya Sabha have crossed this mark this session.
 
The PRS also said out of the 138 planned hours in Lok Sabha this year, productive hours were 116 hours which is 84% of the total time.
 
However, Question Hour saw the maximum disruption in the Lower House as only 11 hours or 47% out of 23 planned hours were productive.
 
In Rajya Sabha, out of the 115 planned hours, 104 hours were productive. Thirteen out of planned 23 hours for Question Hour was productive in Rajya Sabha.
 
The PRS also noted that the government planned to introduce 35 bills in this session but could bring only 17. It planned to pass 33 bills this session, but could clear only 14.
