This time election commission has given preference to postal ballot in the counting.

The counting of postal ballots will start half an hour ahead of EVM vote counting and the EVM counting will be interrupted if the counting of postal ballots is not completed before the penultimate round of EVM counting.

“In addition to this each and every postal ballot will be recorded by the video camera at the time of counting to maintain transparency,” said district election officer Akash Tripathi.

The postal ballots printed in pink are issued to the government employees on poll duty and service voters (central armed forces, state armed forces deployed outside the state and employees posted abroad).

In Indore 12,718 postal ballots were issued out of which 11,030 postal votes have been received till date. The postal ballots will be accepted half an hour before commencement of counting at 8am.

The postal ballots will be scrutenised by checking the entries on the outer envelope filled by the voter. The ballot will be taken for counting only if the officials find the entries on the outer envelope correct. If the entries are wrong, the vote will be rejected.

In 2008 Assembly election BJP’s Neena Verma had won the seat with a margin of just one vote but lost the seat to nearest rival Balmukund Gautam after four and a half years on the ruling of Supreme Court.

Sources said it was the postal ballot which had played a crucial role in the victory and led to the dispute which was resolved just a few weeks ahead of implementation of model code of conduct for Assembly election 2013.
