As the clock ticked eight, the odd- even vehicular restriction policy of the Delhi government came into effect in Friday with thousands of volunteers taking to the streets to assist traffic police in enforcing the pilot plan that will stay in force in the national capital till January 15.
As per the scheme, cars bearing odd-numbered registration plates shall ply on city roads today while those with even number plates, if taken out, will attract a penalty of Rs 2,000 under relevant sections of the Motor Vehicles Act.
The government has exempted women, VVIPs, police, paramilitary forces, emergency services like ambulances, fire brigade, gas-run private vehicles etc. A fine of 2,000 rupees will be imposed on offenders.
To send a strong message to people, Chief Minister Arvind Kejriwal and his cabinet ministers will carpool to work and use public transport with the start of the odd-even scheme that will restrict movement of private cars on Delhi's roads for 15 days from Friday.
Kejriwal will share his car with Transport Minister Gopal Rai and PWD Minister Satyendar Jain while Environment Minister Imran Hussain and Social Welfare Minister Sandeep Kumar will take an auto and a bus, respectively, to Delhi Secretariat.
Thousands of civil defence volunteers are deployed to assist the Traffic Police, enforcement teams of Delhi government's transport department and authorised sub- divisional magistrates.

Manish Sisodia on Odd-Even
"I am very confident that Delhi people would like to give their loved ones a New Year gift-pollution free environment. The Odd-Even rule is a just a step towards this. From last three-four days, I have been realizing that New Delhi is ready for this rule," Sisodia told ANI.
"I have an odd-numbered car and I would be using that on odd dates. While on even days, I would be using my bicycle to go to office. From there, if I would have to go somewhere, then I would pool in with my colleagues," he added.
