The UNSC expressed "its gravest concern at the deteriorating situation in Syria which has resulted in a serious human rights crisis and a deplorable humanitarian situation.
The UN Security Council on Wednesday sent a united message to both Syrian government and the opposition, asking them to "implement fully and immediately" a six-point peace plan proposed by joint UN-Arab League envoy Kofi Annan to stop bloodshed and facilitate political reforms.
In a nonbinding statement, adopted by all the 15 Council members including India, the UNSC expressed "its gravest concern at the deteriorating situation in Syria which has resulted in a serious human rights crisis and a deplorable humanitarian situation.
"The Security Council expresses its profound regret at the death of many thousands of people in Syria."
The Council members extended their support to the six-point proposal submitted to the Syrian authorities by Annan, which calls for the Syrian government to work with the former UN chief to bring about a sustained cessation of armed violence in all its forms by all parties.
"The Security Council expresses its full support for the efforts of the Envoy to bring an immediate end to all violence and human rights violations, secure humanitarian access, and facilitate a Syrian-led political transition to a democratic, plural political system," the statement said.
It calls for a comprehensive political dialogue between the Syrian government and the whole spectrum of the Syrian opposition.
The UNSC has in the past remained divided over how to deal with President Bashar Al Assad's regime and who is to blame for the year long uprising that has killed over 8000 people.
Russia and China had previously vetoed two UNSC resolutions that would have condemned the Syrian regime for the violence. Both countries have argued that the opposition parties too are to be blamed for the violence and killing.
