Here is the complete Justice Lodha Committee report submitted to the Supreme Court

The Justice RM Lodha Committee on Monday made several groundbreaking recommendations to the Supreme Court. These includes almost a complete restructuring of the BCCI, creation of a separate body to govern IPL, a ban on ministers or government servants holding posts in the BCCI, and more. Here are the complete details of the report.

The committee's 'Report on Cricket Reforms' is divided into four parts

In the first, the objectives of the committee are outlined. 

1) Determine the punishment to be awarded to Gurunath Meiyappan, Raj Kundra and their franchises;
 
2) Examine the role of Sundar Raman, and if found guilty, impose a suitable punishment; and

3) Recommend reforms in the practices and procedures of the BCCI and also amendments in the Memorandum of Association and Rules & Regulations.

The Committee by its order dated 14th July 2015 awarded punishment to the individuals and Franchisees. By way of a separate report also delivered today, the role of Sundar Raman has been considered. The present

The Committee would like to thank Justice Mukul Mudgal for sharing his vast expertise and knowledge on sports law. 
    
The Sports Law & Policy Centre, Bengaluru has prepared its analysis on Comparative Governance Practices in Sports for the Committee, which has been of immense use and help to the Committee in understanding the nuances relating to sports governance. 

The Committee thanks all those who appeared before it and also all those who could not meet the Committee and gave their useful inputs for reforms in the administration and working of the BCCI. The Committee acknowledges the assistance extended by the BCCI and its functionaries.

Here is the full Justice Lodha Committee report submitted to the Supreme Court

The second report is titled 'GETTING OFF THE MARK'.

It details the problems associated with the BCCI - its conflict of interest, corruption, lack of transparency, etc. It is very critical of the BCCI. For example it says - 

"The Supreme Court has left us in no doubt about its grave concern about the place at which Indian cricket finds itself today. The 'cloud over the working of the BCCI' has left followers of the game 'worried and deeply suspicious about what goes on in the name of the game' says the Court, before indicating the way forward for a sport that is not only a passion but a great unifying force, by adopting a 'zero tolerance approach', which can alone satisfy the cry for cleansing."

It also believes that players' concerns are not addressed and they are left to fend for themselves.

"Surprisingly, the players who are the sport’s biggest draw are not spared from the apathy of the BCCI. They are treated less like assets and more as the employees and subordinates of those governing the game. The Committee has been informed that often, the players are left to determine the accommodation and transport arrangements for their families, that requisitions for genuine payments are not cleared and delayed, and that counsellors and nutritionists are not included in the support staff. In the affairs of the sport that they are the drivers of, they have no voice and no independence."

It slams the IPL as being an 'orgy of excess', but ends by hailing the BCCI for the efficiency with which it organises matches and tournaments throughout the country.

The third part of the Report on Cricket Reforms is an appendix containing the detailed questionnaire that was provided to the BCCI and stakeholders, among other things. The topics under which questions were asked were:

The second part of the Lodha Committee Report is the report on former IPL COO Sundar Raman.

It details the Supreme Court directions in the case and the investigation that was carried out thereafter. After some sordid details of spot-fixing allegations and individuals under the scanner, the report ends by exonerating Sundar Raman of all charges.
