Mayor leaves for Lanka to attend training session in democracy

Mayor of Vadodara Municipal Corporation (VMC) Balkrishna Shukla on Monday, left for Sri Lanka to attend a training programme on local democracy and good governance.

The Commonwealth Local Government Forum (CLGF), with the support of the UN Democracy Fund (UNDEF), has developed a regional training programme to bring together elected representatives from the four South Asian countries of Bangladesh, India, Pakistan and Sri Lanka, Shukla said before departing to Colombo.

The key objective of the four-day training programme is to help participants understand the principles of effective local democracy and good governance. The programme will suggest the participants political solutions and tools for developing robust mechanism and help them to improve their local accountability and decision making.

The training programme being held at hotel Taj Samudra in Colombo, is based on the core principles of local governance-transparency, accountability, inclusiveness and resource mobilisation - from the Aberdeen agenda which was developed at the 2005 CLGF conference.

The Aberdeen agenda contains 12 key points relating to local democracy and governance that have been endorsed by the commonwealth heads of government, and recognized by the UN as a very important way to accelerate work on the Millennium
Development Goal.

A group of experienced trainers from across the region will attend the programme and share their experiences. The participants will also take part in interactive group sessions.

The aim of the entire programme, hosted by the Sri Lanka Institute of Local Governance, is to produce a set of consolidated training modules which will be adopted by each country, assimilated into its core training process, where it may be adopted to suit local characteristics.

The finished modules will be launched at the CLGF conference in Bahamas in May 2009.
