Both the state government and director general of police (DGP) AN Roy have vehemently denied the allegation that Roy’s appointment to the top post was “a planned operation by a political party to install its candidate as the chief of the state police in an election year.”
The Bombay High Court adjourned, till Wednesday, the hearing of the petitions filed by the state government and Roy challenging the order of the Central Administration Tribunal (CAT) that set aside Roy’s appointment as DGP.
The CAT order was passed on October 8 in an application filed by Suprakash Chakravorty, DGP (Anti-Corruption Bureau). Chakravorty had challenged Roy’s appointment alleging that he had superseded three of his seniors - SS Virk, JD Virkar and Chakravorty.
Replying to allegations made by Chakravorty, affidavits filed on Monday by both the government and Roy denied that there was any exercise conducted by the state government in collusion with Roy “to manipulate rather than to give preference to the merit.”
Denying Chakravorty’s allegation that “He (Roy) is a candidate of a political party,” Roy in his affidavit stated, “In my career spanning 35 years I have assiduously guarded my neutrality, maintained my independence and I have no godfathers whatsoever political or otherwise. I have no political leanings. Any posting I may have been given is on account of my merit and sheer dint of my hard work and sincerity.”
The Supreme Court had laid down that a state DGP would be selected from amongst the three senior-most officers empanelled for promotion by the Union Public Service Commission (UPSC). Chakravorty alleged that Virk was deliberately kept out from the panel of three senior-most officers to include Roy in the zone of consideration.
