The public outcry over the decision of the civic body to lease out open spaces on caretaker basis, allowing construction on 25 per cent of the plot, is beginning to make its impact.

On Thursday, Brihanmumbai Municipal Corporation (BMC) served a notice on the reputed MIG Club in Bandra for non-compliance with norms specified in the caretaker policy.

The club, which has built state-of-the-art facilities accessible only to a privileged few, was awarded the ground on a caretaker basis in 1981. But it failed to mention that the ground was a municipal property.

On November 27, Mayor Shubha Raul visited the ground after receiving complaints that the entry to non-member locals was limited to only an hour in the evening.

She directed the club officials to put up a board proclaiming that the ground belonged to the civic corporation, and had been awarded to the club on caretaker basis.

Raul also also made it clear that the ground had to be thrown open to the public for four hours daily - two in the morning and two in the evening - with the timings displayed prominently on a board. 

Assistant municipal commissioner RA Sonavane said that the club had been asked to the put up the board in seven days.

“Otherwise, we would use the legal provisions mentioned in our contract with them.” Another startling disclosure was that the club was being allowed to function without a complete occupation certificate.  The club only had a part occupation certificate, Sonavane confirmed. He claimed that as per penalty provisions existing in the civic laws, was collecting double the amount of water and sewerage tax billed to the club.
