Bureaucratic red-tape seems have struck the officials’ own brainchild in Mumbai’s infrastructure major. Thanks to the alleged tardiness of departments in Mumbai Metropolitan Region Development Authority (MMRDA), the ideas generated through constructive discussion among metropolitan officials at the Think Tank Committee meetings seem to be sinking fast even before they officially take shape on paper.

Proposals mooted by the committee include creation of a land bank for Mumbai metropolitan region (MMR), construction of one lakh toilets across MMR, creation of MMRDA zonal offices, construction of elevated hawkers’ zone at Dharavi, bringing uniformity in development control regulations and restoration of forts in MMR.

The committee is the first and a unique experiment in any civic administration that brings together officials and experts to generate ideas for better infrastructure management in the city. The experiment has won accolades from the state administration, experts and public alike.

Upset over delays in formulating the ideas, metropolitan commissioner Ratnakar Gaikwad, at the last committee meeting, urged his colleagues in the administration to expedite the process of formalising preliminary ideas generated in the committee meetings.

According to sources, despite clear instructions from Gaikwad to chalk out proposals based on the ideas mooted at the meeting, several were still on paper as concerned officials were sitting pretty on them.

Proposals that need urgent clearance through bureaucratic bottle-necks include listing of potential government land in MMR, investment strategy for MMR, Special Planning Authority for Kanjurmarg, disaster management plan for MMR and construction of houses on rental basis.

Meanwhile, MMRDA spokesperson Dilip Kawathkar said projects like the skywalk, monorail and Nirmal Abhiyan were being converted into action plans and that most of these ideas were being finalised.
