NEW DELHI: About 55 per cent students of class V in the country cannot divide three digit numbers by one digit while some 47 per cent are not able to read their class two textbooks fluently, Government said today.

The findings were part of the Annual Survey of Education Report, 2006, Minister of State for HRD, D Purandeswari, told the Rajya Sabha.

She said the government is taking several measures under the Sarva Shiksha Abhiyan (SSA) to improve the quality of elementary education and enhance the learning skills of students.

The steps taken include recruitment of some 7.9 lakh additional teachers to improve student-teacher ratio, a 20-day in-service training to teachers and free distribution of textbooks to 6.3 crore primary and upper class SC, ST and girl students, she added.

To another question, she said a study by the University Grants Commission (UGC) has showed that around 24 per cent of teachers in universities and 57 per cent in colleges do not have M.Phil or Ph.D degrees.

FDI in education: A legislative proposal on entry and operation of foreign educational institutions in the country is under consideration of the government, she told the House in a separate reply.

The present policy of the government permits FDI up to 100 per cent through the automatic route in the education sector.

Ragging: Government has instructed UGC, other statutory bodies and higher educational institutions to form monitoring cells at universities and anti-ragging committees and squads at institutions to check ragging.
