Bihar govt moots courts inside prisons

PATNA: In order to save time and in view of security threats involved in taking prisoners outside for production in different courts, the Bihar government has decided to set up court rooms in prisons across the state.

Inspector General (prisons) Sandip Paundrik said here on Sunday that many prisoners "escape from 'hazats' (jails) and different court premises either in collusion with policemen or by giving the slip to security guards during production."

"If court rooms are established within jail premises, the incidence of prisoners escaping from judicial custody can be checked," Paundrik said.

Thousands of prisoners are produced in different courts across the state. Escorting them is not only expensive but authorities fear that they might escape from judicial custody.

He said initially court rooms would be set up in five central jails - Beur (Patna), Buxar, Bhagalpur, Muzaffarpur and Gaya and later on in all jails in the state.

State Chief Secretary A K Choudhry has written to the registrar general of Patna High Court requesting appointment of judicial magistrates at central jails where court rooms are being established.

The jail IG said 4,892 new posts along with a special security force comprising 1,770 jawans would be created for proper administration and manning of Bihar jails.

The state government has already passed an ambitious Rs 166 crore plan for jail reforms out of which Rs 58 crore will be provided by the state government and the rest would be shared by it and the Centre on 3:1 ratio basis.

Paundrik said while neighbouring Uttar Pradesh has about 6,000 jail staff, the number was just 2,400 in Bihar.
