Parties divided on President's rule in UP

NEW DELHI: Sharp divisions emerged in the UPA on attempts to impose President's rule in Uttar Pradesh with CPI-M stepping up its opposition and DMK making known its aversion to such a move as Congress convened a meeting of its Working Committee on Monday to discuss the issue.

Efforts to evolve a consensus on easing out Mulayam Singh Yadav in the wake of the Supreme Court judgment disqualifying 13 breakaway BSP MLAs made no visible progress on Sunday.

"Raj Bhavan or Delhi cannot decide this matter. We are totally opposed to the imposition of President's rule," CPI-M General Secretary Prakash Karat said after a two-day meeting of the polit bureau.

He said this was also the understanding of the other Left parties supporting the UPA government on opposition to use of Art 356 that provides for imposition of President's rule.

Karat, however, parried questions on what the Left parties would do if the government took a unilateral decision to impose President's rule. 

He said he did not believe that a government supported by it would do such a thing and that wiser counsel would prevail.

DMK, another important constituent of the UPA, also came out opposing moves to dismiss the Mulayam Singh Yadav government.

"We have always opposed use of Art 356 in any state. There is no change in the party's stand on the issue," DMK spokesman TKS Elangovan said adding that the Chief Minister should be allowed to prove majority on the floor of the Assembly.

While UPA constituent LJP headed by Ram Vilas Paswan was the lone voice of support to removal of Yadav on Sunday, more opposition came out against the move from parties outside the coalition, TDP and the AIADMK.

The Samajwadi Party, facing the brunt of Congress charge, on Sunday demanded recall of Governor TV Rajeswar and said the party would meet President APJ Abdul Kalam shortly in this connection.

It also appealed to the President to return any recommendation for President's rule by the Cabinet.

With the allies not coming to its support in one voice, apparently Congress wants to discuss the options in UP after having raised the pitch for removal of Yadav on the question of political morality and the unconstitutionality of the government.

The Congress Working Committee will meet in the evening after the arrival of Prime Minister Manmohan Singh from election tour of Manipur.

With prominent leaders already having made strong demands for dismissal of the government, the ruling party apparently faces a piquant situation on going ahead with the move in the face of stiff opposition from some allies that also includes parties like NCP.
