Review quota every 5-10 years, says oversight panel

NEW DELHI: Call it the impact of quotas or the need of expansion, the country may soon have three more Indian Institute of Management (IIM). The oversight committee has strongly recommended setting up of three new IIMs and a few more “IIT-type” institutes to meet the increase in seats after reservation is implemented in higher educational institutes.

During its final meeting on Wednesday, the committee headed by senior Congress leader M Veerappa Moily, also suggested that the government should review the quota policy after every five to ten years to analyse its impact.

“In the meanwhile, the government should go for affirmative actions like providing  scholarships, sponsoring education from class XI onwards and taking remedial actions in empowering the OBCs,” Moily said.

The committee, set up by the Prime Minister to prepare a roadmap for the implementation of reservation, will submit its report this weekend. Following a final calculation, it has been now found that the revised cost of quotas will now be Rs17,200 crores instead of Rs16,000 crores.

Turning down the request from IIM Ahmedabad and Indore, who wanted four years to implement quotas, the committee has now set up a deadline of three years for all central institutes. Moily said the 54 per cent seat expansion for implementation of 27 per cent reservation could be achieved by 18 per cent every year in a three-year span.
