What is the best way to cripple the ever-widening terror network? Smita Deshmukh speaks to two former top cops- AA Khan, former IPS officer and first head of  the anti-terrorism squad (ATS) and YP Singh, another ex-IPS and former SRPF Commandant- to find out.

Muslims must inform cops: AA Khan
The ATS is well aware of sensitive places in the city, where infiltrators from across the border converge. Areas like Bhendi Bazaar, Bhiwandi, Mumbra have close-knit communities and any 'outsider' can be easily identified.

We need to pick officers who can win the confidence of locals and post them in these areas. We had adopted this technique to nab Sikh terrorists during the Khalistani movement.

Muslims must come out and inform the cops about suspicious happenings, like late night meetings held to address young people or sudden sessions in madrassas. I feel elders can play a big role in protecting young minds. If they don't, hundreds of innocent Muslims will be rounded up for no fault of theirs.

I have spoken on this subject many times, but somehow, the logic never sank in. For the past two decades, Muslims haven't had a single leader they could have looked up to for proper guidance.

It's time the community takes up its own cause and partners with cops to safeguard their future.

We need a scientific approach: YP Singh
Local Muslims have throughout been acting as informants. But theirs is only a small contribution to the intelligence bank. We need to tackle this complex crime. Non-detection is a big concern, and we need a scientific approach to deal with this guerrilla war.

Terrorists are smart enough not to mingle with socially conscious people. People partnering in these operations rarely know each other.

The only way to identify the masterminds behind terror acts is to analyse the funding pattern of terror groups. The US checked thousands of fund transactions after 9/11 and we should do the same.

Only then can we have any clue about who is behind such acts. Now, even the FBI, which played a passive role after the 1993 blasts, is willing to help us.

All funding by narco traders should be scrutinised. Gathering information from the Muslim community should not be our thrust.

We need a professional approach to deal with these international gangs.
