Taking cognisance of the increased perception of threat to safety of girl students on campuses, the state higher education department has shot off a notification to all principals of affiliated colleges, asking them to take serious cognisance of such matters and initiate steps to ensure safety of girl students on premises. The principals have been asked to develop a model code of conduct on how a teacher should behave with a girl student and ensure that teachers have received adequate training in the protocol.

As per the notification by the director (higher education) Dr PR Gaikwad, recently, the state government has observed that many incidents came to light where girl students were subjected to harassment by the male teachers, which is unfortunate.

“Such incidents tarnish the relationship of student-teacher and to avoid such incidents, the colleges are expected to follow certain rules and regulations, which have given by the University Grant Commission (UGC),” said Gaikwad in the notification.

The notification has been issued to all principals of colleges affiliated to University of Pune.
He stated that as per the rules, each college should chalk out a code of conduct on how a teacher must behave with a girl student on the college premises.

“If any professor is found to be violating this code of conduct or his behaviour towards the girl students is against the college discipline, the principal of the college or the institution head should take stringent action against the particular professor,” the notification said.

He said it is the moral responsibility of the teachers to behave with the girl students and female colleagues properly. “The principals of the colleges should make sure they give adequate training and moral teaching to the professors from time to time,” he said.

The notification emphasises that every college or institute should make the teachers sign the code of conduct.

MFUCTO to seek explanation
President of Maharashtra Federation of University and College Teachers’ Organisation (MFUCTO), AT Sanap said he does not understand why the state government has come out with such a notifications for the colleges, when such incidents are negligible in the state. “If such cases happen, they will be exposed any which way. However, I don’t remember cases in which the girl students have been harassed by the teachers in the colleges,” he said, adding that they will seek an explanation from the state government for this sudden notification and the intention behind this.
