New civic rules in Pune make no headway

The general body (GB) of the Pune Municipal Corporation (PMC) on Monday approved a diluted proposal on parking norms put forward by the civic administration, by which no significant addition in parking space in residential or commercial buildings would be made in the city.

Bharatiya Janata Party (BJP) corporator, Vikas Mathkari, criticised the proposal suggested by the municipal administration. He said when he was chairman of the city improvement committee, a proposal was passed by the committee in November 2006 to improve parking norms in view of the increasing vehicle population.

Accordingly, a resolution was passed by the GB in April 2008 by which significant increase in parking lots in residential and commercial buildings would be made mandatory. He said the municipal administration, after calling for suggestions and objections to the proposal, put the revised proposal before the GB for approval. The administration has diluted all original proposals to protect the profit of builders, he said. “I condemn the municipal administration for dilution of the proposal,” he added.

In view of the 2.5 million vehicles in the city, the original proposal with stringent norms should be adopted instead of the diluted version by the administration, he said.

Independent corporator Ujwal Keskar supported Mathkari’s view and moved a supplementary to adopt the original resolution with stringent provisions for parking lots in new buildings. However, the proposal was passed by majority with opposition only by Mathkari and Keskar.

The revised proposal put forward by the civic administration would result in addition of little parking space in new buildings if the existing norms and proposed revised norms are compared.
According to revised norms, there should be parking lots for 3 cars, 2 scooters and 1 cycle for each tenement in residential buildings having carpet area of more than 1,500 square feet. The existing norm is 2 cars, 2 scooters and 2 cycles.

Except for such increase in parking lots for cars for larger apartments, the norms for tenements in smaller flats have remained the same. Parking norms for schools and colleges would also remain the same.

But parking norms for government and semi-public offices have been doubled in non-congested areas, while they are the same for congested areas. The resolution passed by the GB on Monday would now be sent to the state government for approval.
