MERC extends plan till June 30

The Maharashtra electricity regulatory commission (MERC) has given extension to zero load-shedding (ZLS) model in Pune and other major cities in the state till June 30. The earlier extension was expiring on February 28.

MERC chairman, VP Raja, and member Vijay Sonavane passed the order of giving extension to the ZLS model.

The regulatory body had approved the ZLS model for a year from December 2009 to November 30, 2010. Maharashtra State Electricity Distribution Company Limited (MSEDCL) had submitted a petition on November 1, 2010, asking for the extension of the model.

As the proceedings on the power utility's petition is on, the regulatory authority had given extension to the earlier order which was effective till February 28.

Energy expert from NGO Prayas, Shantanu Dixit, told DNA that instead of an extension till June, a final order by Merc for extension of ZLS model would have been desirable.

"However, the MSEDCL has not yet submitted a complete data on how much additional power it has procured for withdrawing load-shedding and at what cost. This data would have facilitated the final order. The power utility should transparently provide the data to public," Dixit said.

The ZLS model originated in Pune city with the initiative of Confederation of Indian Industry (CII) at the instance of Pradeep Bharagava, managing director, Cummins Generator Technologies Ltd. It was called Pune Model. Later it was replicated in other cities. The MSEDCL has implemented a ZLS model in cities like Pune, Thane, New Mumbai, Nagpur and Amravati by which load-shedding is withdrawn by providing additional power purchased at higher cost from the market. Consumers have to pay an additional charge for getting uninterrupted power supply. In Pune city, the additional charge called as reliability charge is determined at 21 paise per unit for consumption of more than 100 units per month.
