Extension for retired college faculty a farce?

A state government resolution (GR) issued in February on the extension to college teachers after retirement is now being described as a “farce” by a section of faculty after it first brought cheer to them.

According to the GR, a professor who has earned ‘A’ grade in his confidential report (CR) for three consecutive years or ‘B+’ grade for two consecutive years would be considered for the extension of service after retirement.

The GR states that private colleges will have to advertise in newspaper to select a candidate for the principal’s post. If a college fails to get the right candidate, only then would the incumbent principal be given an extension.

Reacting to this GR, faculty member Nandkumar Nikam of the CT Bora College in Shirur, described it as a farce. “The GR is completely wrong,” he said, pointing out that the government-aided private colleges do not have the provision of CR. The CR practice exists for the non-teaching staff engaged in the administration, he added.

The teaching faculty has a self-appraisal process in which, after a self-review, the report is submitted to the principal. No grades are given in this, so getting ‘A’ or ‘B+’ grade is out of question,
he said.

Nikam said an extension is not possible if the candidate has not done a doctorate.

On the extension to principals, he said the GR says that the college has to put the advertisement twice before allowing the principal to continue. This clause is questionable as it is not mentioned in the University Grants Commission’s (UGC)
guidelines. Led by Nikam, the aggrieved faculty members from various colleges are now planning to meet state higher and technical education minister, Rajesh Tope, to settle the issue as he has accepted that there are some loopholes in various GRs issued recently.
Disagreeing with Nikam, a professor from Modern College of Arts, Commerce and Science said the new GR is a “rectifying process” as deserving candidates will certainly get a continuation. “If the report of a certain professor is known to be bad over the years, then certainly s/he will not get extension,”
he said.
Similarly, if better candidates for a particular subject are available, then the professor will not get an extension, he said.
MAEER’s Arts, Commerce and Science College principal, TN More, said the new GR “is a net to assess the professors on physical fitness and their mental and emotional ability to cope with increasing challenges in the field. If a person is fit in all the three categories then certainly s/he will get the extension,” he said.
