4 years on, road management system still off Mumbai roads

Even after four years and shelling out crores of rupees, the civic body has failed to implement a road maintenance and management system. The specialised road system was recommended by the high court-appointed road monitoring committee (RMC) for road improvement task and monitoring defects.

As per the committee’s directions, the Brihanmumbai Municipal Corporation (BMC) gave the task to devise the system in 2007.

The system has not seen the light of the day yet.

“World Bank is supervising the work. Officials from a US-appointed firm had visited the city. They are studying the state of the roads, and, based on this, a software is being prepared,” said Sanjay Badve, chief engineer, roads and traffic.

US-based firm Sheladia Associates was appointed as a consultant for framing the system. The BMC spent more than Rs2 crore to devise this system. Experts claim that this system can cater to the defects and damages of the roads.

After feeding the necessary database in the system, detailed analogy of roads across the city can be studied. Depending on the geographical topography of a location and the usability of a stretch, the system can also help civic officials decide what kind of material can be used for laying down a road.

Moreover, in case any damages, like pothole, surface, the system can effectively zero in on the reason behind it.

Civic officials admitted that had the system been implemented, the problem of potholes and building roads could have been effectively tackled.

However, the BMC has put the system’s implementation off for now. “Right now, all our efforts are being channelised to repair the potholes,” said a senior official from the roads department. Badve added, “The World Bank is drafting the system. They are almost ready with it. We will carry out the demonstration in the coming months and test its efficiency.”
