Special deal for Maoist-hit areas ordered

Prime minister Manmohan Singh has directed the planning commission to work out a special package for development of Maoist-hit areas. Accordingly, the panel has initiated the process of bridging gaps in the development of the 35 districts affected by Left-wing extremism.

The panel will formulate integrated action plans for these districts with the active involvement of state governments, district administrations and elected representatives.

This was revealed by the government in a written reply to a question in Lok Sabha.

The issue of Maoism was also discussed at a National Development Council (NDC) meeting on July 24. The planning commission will prepare an action plan based on consultations being held with district administrations and other stake-holders in view of the NDC deliberations.

In a related development, addressing a meeting of the parliamentary consultative committee for the home ministry, home minister P Chidambaram said the challenge of Left-wing extremism would be met jointly by the central and state governments. “The government is confident that the problem would be overcome in the next three years,” he said.

Chidambaram told the committee that it had been agreed at a meeting of chief ministers of seven Maoist-affected states on July 14, that a unified command would be set up in four states — West Bengal, Orissa, Chhattisgarh and Jharkhand — for anti-Maoist operations.

It was also agreed to set up an empowered group chaired by member-secretary, planning commission, to review the existing guidelines for implementation of various developmental schemes. The focus now will be local needs such as road connectivity, primary education, health care and drinking water availability.
