PM’s report card out, Congress big guns falter

The performance report card for Union ministries is out.

Interestingly, among the laggards are ministries headed by top Congress leaders Ambika Soni, Kamal Nath and Ghulam Nabi Azad.

According to the assessment carried out by the prime minister’s office (PMO), the performance of 51 of the 59 ministers has been excellent, while health, information and broadcasting (I&B) and surface transport ministries are not up to scratch. These ministries are headed by Azad, Soni and Nath respectively.

The assessment report is part of prime minister Manmohan Singh’s initiative to monitor the performance of his ministers. Each ministry has been graded on the basis of the vision, mission and objective document they submitted to the cabinet secretariat. Based on those, performances have been categorised as excellent, good, fair and poor.

Each ministry had to prepare a report on its achievements. A committee headed by the cabinet secretary examined this document. According to senior government sources, the ministries of health, I&B and surface transport did not send their assessment documents on time. This is the reason they got poor grades.
Much to the chagrin of the three ministries, the assessment report has been circulated to all ministries. Senior government
functionaries, however, say not all is lost for them. “They can still make up for the lost ground at the time of the final assessment report at the end of the year,” said a senior government officer.
The new grading system set in motion by the PMO has led to a certain degree of heartburn in the government. Several ministers are privately complaining how ministries like telecom, civil aviation and chemicals and fertiliser have been given excellent grades.

“The civil aviation industry is in a mess, serious charges have been levelled against the telecom minister, and the chemicals & fertiliser minister is hardly ever in Delhi, yet all three have been given good grades. It doesn’t make sense at all,’’ said a senior cabinet minister.
